The “Forum on Green Transformation and High Quality Development of Resource-based Cities in New Era” was successfully held

On November 6, 2021, the “Forum on Green Transformation and High Quality Development of Resource-based Cities in New Era” was successfully held online. This forum was sponsored by Regional Ecological Economics Professional Committee of the China Ecological Economics Society, World Resources Research Branch of China Society of Natural Resources, and the Inner Mongolia Ecological Economy Research Society. This forum was undertook by Ordos Institute of Technology, College of Resources and Environmental Economics of Inner Mongolia University of Finance and Economics, the International Scientists Union of the “Belt and Road” Initiative, the Alliance of International Science Organizations (ANSO), and Northeast Asia Sustainable Development Research Center of Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences (CAS). The opening ceremony of the forum was hosted by professor DONG Suocheng, the Executive Vice Chairman and Secretary-general of the International Scientists Union of the “Belt and Road” Initiative, Vice President of China Ecological Economics Society, Director of Regional Ecological Economics Professional Committee, Director of World Resources Research Branch of China Society of Natural Resources, Foreign Academician of Russian Academy of Natural Sciences.

SUN Honglie, former Executive Vice President of CAS, honorary chairman of the China Society of Natural Resources, and Academician of CAS, gave a speech at the opening ceremony. He stated that Resource-based cities made great contribution to China's industrialization and this forum is of great significance to the green transformation of resource-based cities. SUN Jiulin, Chairman of the International Scientists Union of the “Belt and Road” Initiative and Academician of the Chinese Academy of Engineering, gave a keynote presentation named“China's Digital Economy in the Context of Globalization”. LU Dadao, former Director of the Chinese Geographical Society and Academician of CAS, pointed out, resource-based cities, such as Ordos, have an important strategic position and have achieved remarkable achievements in transformation. In the future, the industrial chain needs to be extended and green development is required. CAO Jinghua, Executive Director of the ANSO Secretariat, pointed out, green transformation of resource-based cities is the common problem confronted by countries and regions along the “the Belt and Road” initiative. Therefore, it is an important area for international cooperation to explore and study the scientific mode of the transformation and development of resource-based cities. In the future, ANSO will provide scientific and technological support for the green transformation of resource-based cities in China and regions along “the Belt and Road” initiative. 

Nie Xiaowei, Assistant Executive Director of ANSO Secretariat; ZHAO Minyan, ANSO Program Officer, and more than 300 experts and scholars from resource-based cities such as Ordos, Shizuishan, and Tongling, and more than 20 universities and scientific organizations such as Tsinghua University, Beijing Normal University, China Agricultural University, Southwest University, Inner Mongolia University of Finance and Economics participated in the forum. The forum aroused enthusiastic responses. 

Thirty-one academicians, leaders and experts made important speeches and presentations on the form. Professor Dong Suocheng gave a keynote presentation on the problems and difficulties, opportunities and challenges, and green transformation modes and paths of the resource-based cities in China. He emphasized that resource-based cities should implement six green transformation modes, including the overall green transformation mode, four-tier circular economy mode, resource substitution and industrial substitution mode, eco-town mode, comprehensive tourism mode, and low-carbon development mode. Experts also had heated discussion on the theoretical thinking and practical modes of value accounting of ecosystem products and ecological compensation mechanisms under the “Double Carbon Target”, the influencing factors, driving mechanisms and emission reduction measures of resource-based cities, as well as resource security and resource efficiency under the context of global climate change.
